Abilities
Those replaced bits: As the individual bones of his spine have been replaced with metal, and the nerve damage repaired and helped to heal from the super soldier serum, his spine is, in a way, very sturdy. Likewise, his entire right arm and left leg are somewhat heavier, but also considerably reinforced and capable of holding up against more force without breaking, considering their metal bones. As for the metal plate in the back of his head, well, it certainly makes hitting him over the head rather useless.
Hydra's version of the serum: While it might not be as good as the one that Erskine gave Steve, since Hydra was unable to get their hands on that, it's certainly nearly the same level. He is in peak physical condition; he has increased strength, stamina, reflexes, senses, agility, durability, and healing.
-Strength: While Amery is considerably strong, it's not a superhuman strength. If he is generally equal to Steve and Bucky, he can likely lift around 800lbs.
-Stamina: He can play harder, for longer. It takes longer for him to wear out, and he can keep running or fighting or just functioning for hours longer than an average person.
-Reflexes: He's no slouch. While his reflexes are not super human, they are better and quicker than those of an average person.
-Senses: Just like his strength, his senses aren't superhuman, but they're tip-top. His vision is sharper, his hearing is more sensitive, and his sense of smell is better.
-Agility: Boy's got some moves. He is incredibly acrobatic and flexible, capable of quick dodges and recovering swiftly from attacks or being thrown around. He's also considerably dexterous, and is comfortable using weapons in either hand, be they blade or gun or anything in between.
-Durability: He just keeps on going. Jumping from a bridge? No big deal. Getting trapped under a heavy piece of metal debris? Just as soon as he's free, he's back to kicking ass. He can stand up to a lot more damage than an average person, and even pain doesn't put him down.
-Healing: His metabolism has been rapidly increased, which not only means that his healing is faster, capable of recovering from things like cuts and bruises within hours, but also that he cannot get drunk. Or rather, he can, but it would be an incredibly difficult task and probably not worth it in the end.
Multi-lingual: He's fluent not only in Volstovic, English, and Russian, but also German, Ke'han, and Ramanthine.
Weapons expertise: The training that HYDRA put him through to make him the Winter Dragon means that he is exceptionally good with guns, sniper rifles, and blades. Basically, he'd probably be good with nearly any weapon that's put into his hands.
Combat expertise: He's an assassin, and even before then, he was used to fighting in the Dragon Corps against the other men, though never anything too serious. Before that, he was used to getting into the odd fight here or there because of his short temper. HYDRA magnified all of that. With weapons in hand, he's deadly, but unarmed, he's equally dangerous. He doesn't need weapons to kill someone; he's quite capable of doing it with his bare hands. He's also likely had various sorts of martial arts training.
Stealth: He's not only all about brute force and destruction; he's also capable of moving silently and remaining undetected. Part of being an assassin is to kill without being seen, and at times, to break into places and later escape without being captured. Considering that it's HYDRA who taught him these things, it's safe to say that he's good at this.
Pilot: Before his time a the Winter Dragon, he was used to flying a dragon. While dragons are considerably different than something like a plane, it's likely that he's also had training with these sort of things, making him capable of at least flying planes and driving cars.
